basically that's correct. The flow of gas is the same when the engine is running. However, when
the engine is stopped and you leave the petcock on "pri" the gas flow is NOT stopped, resulting
in flooding the carburator.
Therefore you should always leave the petcock "on" (downward position), this way gas flow automatically
is stopped when you shut off the engine.
